Development of engineering as an important component of the formation of innovation economics in Russia

The financing conditions of the Russian science and the current status in the innovative development of domestic industry are analyzed. A review of the situation in engineering and the main challenges and obstacles in the development of the industry is presented. The determinants of the formation of a network of domestic engineering companies and centers are thoroughly examined. Administrative actions of the Ministry of Industry and Trade of the Russian Federation to attract investments in the field of engineering are suggested. The necessary government supporting measures to encourage the establishment of an engineering infrastructure are proposed. The potentials of higher technical institutions in creating a new type of engineering companies are described in detail. Problems and necessary changes in the regulatory environment of the industry are analyzed. Human resources in engineering and the requirements to technical universities with respect to specialist training and engineering education improvement are characterized. Directions for the development of contemporary education and competencies that will be needed in engineering and industry in general are outlined.
