The article offers a new design procedure of the columns bearing localized mass and partly submerged in liquid. This design diagram perfectly describes open-sea oil-production platforms mounted on piles at the bottom of the sea. These structures withstand the effect the wind and water flow and waves action, as well as the earthquakes, and their impact is random. The total operational risk because of complex influence of all mentioned factors is defined.
