Method of Selecting a Function to Outsource for a Mechanical Engineering Enterprise

The paper presents a method of selecting a function to outsource for a mechanical engineering enterprise. The method is based on a bi-parametric selection criterion. The first parameter of the criterion considers the strategic importance of the function transferred; the second one considers the degree to which the function transferred affects the enterprise activities in general. This second parameter makes it possible to use an unlimited number of potentially importance-weighted evaluation metrics that the mechanical engineering enterprise will identify individually. We propose to mainly use qualitative metrics for this type of estimation. Originally various measurement scales may be set up, which is especially convenient when evaluating; later these scales are converted to a unified measurement scale. The method presented makes it possible to determine the priority of function transfer, that is, isolating those functions that must be outsourced first
