Historical materials are presented about the "particular institute" foundation in Saint-Petersburg at the communications administration in 1809 and about its first "particular inspector" Agustin de Betancourt who was an outstanding Spanish engineer, architect, scholar and organizer of the first higher engineering educational institution in Russia. Basic moments of a history of formation and development of that oldest educational institution are highlighted (now it is the St-Petersburg University of Communications).
